Ricky Templet serves as Vice President of Government Relations at LA First Consulting, where he brings decades of public service experience, deep institutional knowledge, and trusted relationships to advance client goals across Louisiana government.

 

A lifelong Westbank resident, Ricky has built a career centered on public service and community development through trust, loyalty and respect for all. His experience includes extensive involvement in local government operations, capital improvement initiatives, and public policy implementation. Over the years, he has played a key role in advancing major infrastructure, drainage, transportation, and quality-of-life projects that have strengthened communities throughout Jefferson Parish, the greater New Orleans region and the state of Louisiana.

 

At LA First, Ricky works closely with clients, elected officials, agency leadership, and stakeholders to help guide issues through legislative, executive, and regulatory processes. His understanding of how government functions at the local and regional level allows him to identify challenges early, develop practical strategies, and keep complex initiatives moving forward.

 

Ricky is widely respected for his collaborative leadership style and his ability to build durable relationships grounded in trust, accountability, and mutual respect. He is known as a steady, solutions-oriented advocate who values preparation, follow-through, and results.

Ricky Templet brings decades of experience in public service, with a career focused on delivering practical solutions for communities across the Westbank and Jefferson Parish. His long tenure in and around government has given him a deep understanding of how public policy is developed, implemented, and sustained at the local and regional level.

INFRASTRUCTURE, DRAINAGE, & CAPITAL IMPROVEMENT PROJECTS

A significant portion of Ricky’s career has focused on infrastructure and capital improvement initiatives, including drainage, roadways, public facilities, and community redevelopment projects. He understands the complexities of funding mechanisms, project sequencing, agency coordination, and public accountability that accompany large-scale public works. His experience enables clients to engage effectively with engineers, agencies, and decision-makers throughout the lifecycle of infrastructure projects.

COMMUNITY BASED PROBLEM SOLVING

Throughout his career, Ricky has been known for a practical, community-focused approach to governance. He has worked closely with residents, neighborhood groups, and business owners to identify concerns, communicate solutions, and deliver tangible improvements. His experience reinforces the importance of balancing technical expertise with public trust and transparency—especially on issues that directly affect quality of life.

Ricky Templet brings deep, hands-on experience in local government operations, with an intimate understanding of how parish and municipal governments function day to day. His work has involved navigating budgets, ordinances, public meetings, administrative processes, and intergovernmental coordination. This operational knowledge allows him to help clients understand not just policy outcomes, but how decisions are actually made and implemented at the local level.

INTERGOVERNMENTAL & AGENCY COORDINATION

Ricky has extensive experience working across multiple layers of government, including parish leadership, municipal officials, boards, commissions, and state agencies. He understands how to align local priorities with regional and state-level processes, helping initiatives move forward efficiently while minimizing friction between stakeholders. This perspective is particularly valuable for projects and issues that require multi-agency cooperation.

RELATIONSHIP BASED LEADERSHIP & ADVOCACY

Ricky’s effectiveness is rooted in relationships built over decades of service. He has earned the trust of elected officials, government staff, and community leaders through consistency, follow-through, and credibility. These relationships allow him to serve as a steady and respected advocate for clients, particularly on complex or sensitive matters where experience and judgment matter most.

Public Service Career

Gretna City Council (2001–2007):

Ricky began his public service on the Gretna City Council, where he served two terms. His work focused on economic development, infrastructure upgrades, and improving essential city services. He earned a reputation as a hands-on leader who prioritized transparency, fiscal responsibility, and accessibility to residents.

 

Louisiana House of Representatives, District 85 (2008–2012):
Elected to the Louisiana Legislature, Ricky represented District 85 in the House of Representatives. During his time in the Capitol, he served on key committees and championed legislation focused on public safety, economic opportunity, and capital improvements. He was known for his ability to build consensus across party lines and deliver tangible results for his district.

 

Jefferson Parish Council – District 1 (2012–2020):
As a two-term Jefferson Parish Councilman for District 1, Ricky was instrumental in advancing major drainage, transportation, and beautification projects. He worked closely with state and federal officials to secure funding for flood protection, park improvements, and economic development initiatives that revitalized the Westbank.

 

Jefferson Parish Council – At-Large, Division A (2020–2024):
Elected parish-wide, Ricky represented all Jefferson Parish residents as an At-Large Councilman. In this leadership role, he focused on long-range planning, disaster recovery, coastal restoration, and managing public resources during critical times. His steady presence and leadership were trusted throughout the parish.

 

Business & Community Leadership

In addition to his public service, Ricky is the founder and owner of R&C Templet Enterprises, a well-known local catering business. His business acumen gives him a practical understanding of the challenges and opportunities faced by entrepreneurs and small businesses navigating government systems.

He is a founding member and past president of the Gretna Economic Development Association and the Gretna Heritage Festival, both of which reflect his commitment to fostering economic growth and celebrating the cultural richness of the community.
